it seems like they're just trying to apply the same technology/marketing to a different product. except, i don't see why it would be necessary for your foundation to apply 7000 times a second. for mascara it makes sense, to cover all lashes and build volume (though i actually found the vibrating wand to be less effective than my usual wiggle/blink technique...)
I bought it and sent it back - very poor coverage...never got enough powder on the oscillating puff to make a difference...
